Guwahati, December 29, 2025:
Union Home and Cooperation Minister Amit Shah on Monday inaugurated the Jyoti–Bishnu International Cultural Centre in Guwahati, Assam, marking a major addition to the state’s cultural and civic infrastructure .
During the event, the Home Minister also inaugurated a new Police Commissioner’s Office built at a cost of ₹111 crore, an Integrated Command and Control Centre developed for ₹178 crore, and a state-level exhibition on three new criminal laws . Assam Chief Minister Himanta Biswa Sarma, Union Minister Sarbananda Sonowal, and other senior officials were present on the occasion.
Addressing the gathering, Shah said the multiple inaugurations reflected Assam’s progress across development, security, cultural identity, and governance. He noted that the new Command and Control Centre would operationalise the concept of smart policing, while the exhibition on new criminal laws aimed to familiarise citizens with reforms intended to expedite justice delivery from trial courts to the Supreme Court within a defined timeframe .
The newly inaugurated Jyoti–Bishnu Auditorium, constructed at a cost of ₹291 crore with a seating capacity of 5,000, is dedicated to legendary Assamese cultural icons Jyotiprasad Agarwala and Bishnu Prasad Rabha. Shah highlighted Agarwala’s role in laying the foundation of Assamese cinema and Rabha’s contribution in mobilising workers, farmers, and tribal communities through art during the freedom movement .
The Home Minister said Assam had emerged from a prolonged phase of instability marked by violence and unrest, and credited the last 11 years of the Narendra Modi-led government for restoring peace and accelerating development in the state. He also referred to land reclamation drives and peace accords with insurgent groups, which he said had helped thousands of youth return to the mainstream .
The event underscored the Centre’s focus on combining cultural preservation, internal security, and infrastructure development as part of Assam’s broader growth trajectory.
