The district administration has taken a firm stand against illegal inter-state transportation of rice and serious irregularities in rice mill operations. Acting on the findings of a joint inspection, the Collectorate (Food Branch) has issued a show-cause notice to Mr. Sanjeev Kumar Goyal, operator of Goyal Agro Kevti Rice Mill, located in Kevti village of Kelhari tehsil.
The action is based on a joint inquiry report prepared by SDM Kelhari Indira Mishra, SDM Bharatpur Shashi Shekhar Mishra, Food Inspector Bharatpur Praveen Mishra, and Food Inspector Kelhari Mamta Bhagat.
According to official records, on December 16, 2025, a vehicle carrying 32 tonnes of rice was seized in Ghughri village near the Madhya Pradesh–Chhattisgarh border. Following this, a physical verification of the rice mill was conducted on December 22, 2025.
The joint inspection revealed that the mill had unauthorisedly transported rice across state borders, procured rice without mandatory permissions, and illegally transferred government paddy from one mill to another. Investigators also found that rice and paddy stock registers were not maintained in the prescribed format, and monthly returns were not regularly submitted to the district administration.
During physical verification, a shortage of 774.04 quintals of rice was detected, further aggravating the case. The inspection report also stated that the mill appeared to be operating as a dummy mill, merely showing custom milling on paper. This was corroborated by extremely low electricity consumption, indicating negligible actual milling activity.
