The President of India, Smt. Droupadi Murmu, today (December 19, 2025) inaugurated the National Conference of Chairpersons of Public Service Commissions, organised by the Telangana State Public Service Commission, in Hyderabad, Telangana.
Addressing the gathering, the President said that the Constitution makers devoted an entire section of the Constitution to services and Public Service Commissions, underscoring the importance accorded to their roles and functions at both the Centre and the States.
The President stated that the constitutional ideals of social, economic, and political justice, along with equality of opportunity and dignity, are central to the functioning of Public Service Commissions. She noted that the Preamble, the fundamental right to equality of opportunity in public employment, and the Directive Principles of State Policy, which guide the State to promote social welfare, collectively provide a clear framework for Public Service Commissions. She emphasized that these institutions should not be guided solely by the ideal of equal opportunity, but should also endeavour to achieve equality of outcomes. According to her, Public Service Commissions serve as instruments of change that promote equity and fairness.
The President highlighted that fairness, continuity, and stability in governance are ensured through the permanent executive, comprising civil servants selected by Public Service Commissions. She stressed that the integrity, sensitivity, and competence of civil servants are crucial for the effective implementation of welfare-oriented policies at both national and state levels. In this context, she asserted that integrity and honesty must be accorded the highest priority in recruitment. These values, she said, are non-negotiable. While gaps in skills and competence can be addressed through training and capacity-building, a lack of integrity can create serious and often uncontrollable challenges.
The President further observed that young aspirants seeking employment in government service should possess a strong inclination to work for deprived and vulnerable sections of society. She emphasized that government employees must be particularly sensitive to the needs and aspirations of women, and called upon Public Service Commissions to accord high priority to gender sensitivity in their selection processes.
