New Delhi: The Ministry of Panchayati Raj is recognising and encouraging high-performing rural local bodies across India through the National Panchayat Awards, a key initiative under the restructured Rashtriya Gram Swaraj Abhiyan (RGSA). The awards are presented annually to outstanding Panchayati Raj Institutions for their contribution to local development and governance.
Under this scheme, winning panchayats receive financial incentives ranging from ₹50 lakh to ₹5 crore, depending on the level of the panchayat and the category of the award. The initiative aims to promote stronger grassroots governance and accelerate the localisation of the Sustainable Development Goals (SDGs) at the village level.
The information was shared by Union Minister Rajiv Ranjan Singh (also known as Lalan Singh) in a written reply in the Rajya Sabha on March 11, 2026.
Focus Areas for the Awards
The National Panchayat Awards assess the performance of panchayats across several development priorities aligned with SDGs. These include:
Poverty alleviation and livelihood support
Health and nutrition outcomes
Women and child development
Water sufficiency and management
Climate action and clean environment
Infrastructure development
Social security and inclusion
Good governance in panchayats
Panchayats demonstrating strong performance in these areas are recognised at the national level.
Panchayat Advancement Index Measures Performance
To evaluate progress, the Ministry of Panchayati Raj compiles the Panchayat Advancement Index (PAI), which measures how effectively panchayats localise SDGs. The index is based on key performance indicators covering governance, social welfare, infrastructure, environment, and economic development.
Based on their scores, panchayats are classified into five categories:
Achiever: Score 90–100
Front Runner: Score 75–90
Performer: Score 60–75
Aspirant: Score 40–60
Beginner: Score 0–40

Khandobachiwadi (Maharashtra) – Poverty-free and enhanced livelihood category
Gautampur (Telangana) – Healthy Panchayat category
Cheruthana (Kerala) – Child-friendly Panchayat category
Nelutla (Telangana) – Water-sufficient Panchayat category
In the district category, Ganjam district in Odisha was ranked first and received a ₹5 crore award.

Galibeedu (Karnataka) – Poverty-free and enhanced livelihood category
Bommasamudram (Andhra Pradesh) – Healthy Panchayat category
Jengrai (Assam) – Child-friendly Panchayat category
The Gomati district in Tripura was recognised as the top-performing district panchayat.

Special categories introduced in 2025 recognised panchayats working on climate action and self-reliance:
Climate Action Special Panchayat Award: Davva S (Maharashtra) – 1st rank
Atmanirbhar Panchayat Special Award: Mall (Telangana) – 1st rank
