In a significant move to strengthen the agriculture sector and provide better irrigation facilities to farmers, the state government has granted a second revised administrative approval of ₹147.48 crore for the proposed Khutpali Diversion Scheme on the Kanhar River in Balrampur development block of Balrampur-Ramanujganj district.
Once completed, the project will provide irrigation to a total of 3,695 hectares, including approximately 1,975 hectares in the Kharif season and 1,720 hectares in the Rabi season. This is expected to deliver substantial benefits to farmers in the region and significantly improve agricultural output.
The state government has directed that the work be completed within the sanctioned budget and stipulated timeline, and that tenders be invited only after obtaining technical approval. It has also been instructed that all government rules and procedures must be strictly followed before the commencement of work, and a completion certificate must be submitted to the government after the project is finished.
Approval of the drawing and design by the competent authority has been made mandatory. Additionally, the tendering process may begin only after ensuring the availability of at least 75 percent encumbrance-free land.
In case land acquisition is required, the expenditure must remain within the approved financial limit, and no savings from any other budget head may be used without prior approval. If no land acquisition is proposed, construction work will be carried out strictly on government land, with proper land allotment ensured.
The government has also directed that the tender process remain transparent and competitive, all expenditure stay within the approved budget ceiling, and the construction work maintain cost efficiency and high quality standards. In the event of delays, penalties will be imposed as per rules, and unnecessary extensions of time will not be permitted.
