Jaipur, February 13: Madan Dilawar, the Education Minister, informed the Assembly on Friday that the process of formulating a transfer policy for third grade teachers is currently underway. He said the state government is seriously considering the issue of transfers for third grade teachers.
The minister was responding to supplementary questions raised by MLA Govind Prasad during the Question Hour. He stated that as per the order issued in 2018, transfers involving inter-district movement of third grade teachers were carried out after obtaining consent for seniority forfeiture. Under this provision, teachers appointed after December 31, 2012 were considered eligible for transfer if they were suffering from serious illnesses such as cancer, kidney transplant, heart surgery, or were completely visually impaired or differently abled. Similarly, teachers appointed before December 31, 2012 suffering from incurable diseases, cancer, kidney or heart ailments, complete blindness, or more than 70 percent disability were also considered eligible.
He further added that teachers whose children are differently abled, mentally challenged, or suffering from incurable diseases, as well as female teachers whose husbands are affected by such illnesses or who are widowed/abandoned, were also included in the eligibility criteria for transfers. Additionally, all teachers appointed before December 31, 2008 and posted in restricted districts were brought under the scope of transfers.
Earlier, in a written reply to the original question, the minister informed that a complete ban on transfers is currently imposed by the Administrative Reforms Department. However, in cases of departmental necessity and urgent matters, transfers have been carried out with approval from the competent authority as per the prescribed procedure. He also placed the details of the third grade teachers’ transfer order dated October 14, 2024 before the House in Jaipur.
