A meeting of the Council of Ministers, chaired by Chief Minister Dr. Mohan Yadav, was held on Monday at the Mantralaya. The Cabinet approved several key decisions aimed at strengthening infrastructure, social welfare delivery, higher education, and climate resilience in Madhya Pradesh.
₹2,508.21 Crore Administrative Approval for Barwaha–Dhamnod Four-Lane Road Project
The Council of Ministers granted administrative approval of ₹2,508.21 crore for the upgradation and construction of the Barwaha–Dhamnod four-lane road with paved shoulders, covering a total length of 62.795 km, including land acquisition, under the Hybrid Annuity Model (HAM).
The project will include the construction of:
10 bypasses
5 major bridges
23 minor bridges
12 VUP/SVUP structures
7 major junctions
56 minor junctions
Under the HAM framework, 40 percent of the construction cost, including GST, will be borne by the Madhya Pradesh Road Development Corporation from the State Highway Fund. The remaining 60 percent will be paid through semi-annual annuity payments over 15 years from the State Budget during the operational period.
Five-Year Continuity Approved for Saksham Anganwadi and Poshan 2.0 Schemes
The Cabinet approved the continuation of schemes and programmes under Saksham Anganwadi and Poshan 2.0 for the next five years (FY 2026–27 to 2030–31), in line with norms approved by the Government of India and aligned with the 16th Finance Commission period.
The programme includes:
Anganwadi Services Scheme (Supplementary Nutrition Programme, Pre-School Education, Anganwadi infrastructure under Saksham Anganwadi)
Poshan Abhiyaan
Scheme for Adolescent Girls
Training of Anganwadi workers
These schemes are implemented across all 55 districts of the State through 453 Child Development Projects, covering 97,882 Anganwadi centres.
₹197.13 Crore Approved for Phase-II Construction of MP Dharmashastra National Law University, Jabalpur
The Council of Ministers approved ₹197.13 crore for Phase-II construction of the Madhya Pradesh Dharmashastra National Law University, Jabalpur.
Phase-II construction will include:
Administration Block
Academic Block
Residences for the Vice-Chancellor and Registrar
12 multi-storey staff quarters
Campus boundary wall and allied infrastructure
The university currently offers BA LLB (Hons), LLB (Hons), and PhD programmes, with 1,272 sanctioned seats, and 720 students presently enrolled.
₹434.58 Crore Approved for Automated Weather Stations and Rain Gauges under WINDS Programme
The Cabinet approved the implementation of the WINDS (Weather Information Network and Data System) programme under the Pradhan Mantri Fasal Bima Yojana.
Under this initiative:
Automated Weather Stations will be established at the tehsil level
Automated rain gauges will be installed at the Gram Panchayat level
An outlay of ₹434.58 crore has been approved for the programme, covering a five-year implementation period.
The WINDS programme will generate high-quality, weather-based data to accelerate and strengthen the implementation of the crop insurance scheme in the interest of farmers. The data will be made available to the Government of India through a single digital platform, enhancing transparency, accuracy, and efficiency in weather-linked agricultural decision-making.
