Prime Minister Narendra Modi will hold bilateral talks with Venezuela’s acting President Delcy Rodríguez in New Delhi today as both countries seek to deepen cooperation across strategic sectors, including energy security, trade, investment, pharmaceuticals, healthcare, transportation and renewable energy. The meeting is expected to cover the full spectrum of India-Venezuela relations and identify new opportunities for collaboration.
Rodríguez arrived in India on June 3 for a five-day official visit and is accompanied by a high-level delegation comprising Venezuela’s ministers of Foreign Affairs, Economy and Finance, Science and Technology, Communication and Information, and Transportation. During the visit, she is also expected to meet senior Indian leaders and industry stakeholders.
A key focus of the discussions is likely to be energy cooperation. India has significantly increased its imports of Venezuelan crude oil in recent months and emerged as one of the largest buyers of Venezuelan oil. Indian public sector enterprises have already invested in Venezuela’s energy sector and are exploring opportunities to further expand their presence. India was the second-largest importer of Venezuelan oil in May 2026, purchasing around 427,000 barrels per day.
The Venezuelan delegation will also visit facilities linked to the energy, pharmaceutical and automobile sectors to gain insights into India’s industrial and technological capabilities and explore potential partnerships. Discussions are expected to extend beyond energy to areas such as healthcare, science and technology, logistics, transportation and renewable energy.
Rodríguez has previously visited India in multiple capacities, including as Foreign Minister in 2015 and as Vice President in 2019, 2023, 2024 and 2025. Her latest visit comes amid strengthening engagement between the two countries and follows a telephonic conversation between Prime Minister Modi and Rodríguez earlier this year, during which both leaders agreed to expand bilateral cooperation.
