Parliament on Tuesday passed the Registration of Births and Deaths (Amendment) Bill, 2026, with the Rajya Sabha approving the legislation after it was cleared by the Lok Sabha. The Bill seeks to amend the Registration of Births and Deaths Act, 1969, introducing stricter provisions for delayed registration and strengthening the country's civil registration framework.
Minister of State for Home Affairs Nityanand Rai piloted the legislation in the Upper House, stating that the amendments aim to improve the accuracy, credibility and timeliness of birth and death records across India.
The new law introduces tighter compliance norms for delayed registrations while strengthening administrative oversight to ensure more reliable demographic records for governance and public service delivery.
The legislation is expected to improve the efficiency of India's civil registration system and support better planning, welfare delivery and digital governance initiatives.
