NABARD on 23 January 2026 held an orientation workshop for District Development Managers (DDMs) of Delhi, signalling a renewed institutional focus on improving the quality of district-wise credit planning in the National Capital Territory (NCT). The workshop reaffirmed NABARD's commitment to strengthening Ground Level Credit (GLC) and development initiatives in the National Capital Territory (NCT) of Delhi. The workshop assumes significance against the backdrop of persistent gaps between projected and actual credit off-take in several districts of Delhi as well as designation of officers of NABARD as District Development Managers of the various districts of Delhi.
The workshop was graced by Shri Rohit P. Das, Regional Director, Reserve Bank of India (RBI), Delhi, Shri Rajesh Kumar, General Manager and SLBC Convenor, Delhi; and Shri Kamlesh Kumar, Additional District Magistrate, North-East Delhi. Participation from representatives of SLBC, Lead District Managers (LDMs), Lead Development Officers (LDOs), and DDMs, have further enriched the deliberations and facilitated meaningful exchanges on improving district-wise ground level credit flow in Delhi.
Addressing the gathering, Shri Rohit P. Das, Regional Director, RBI, commended NABARD for the creation and positioning of 11 DDM (R) posts across all 11 districts of Delhi, aimed at strengthening district-level Potential Linked Plan (PLP) preparation and ensuring better alignment with the State's Annual Credit Plan (ACP). He advised the DDMs to develop a deep understanding of the economic landscape and sectoral dynamics of their respective districts to arrive at realistic and achievable credit potential estimates. RBI also made a presentation on the Lead Bank Scheme, outlining expectations from stakeholders to ensure that PLP and ACP complement each other for balanced and equitable growth in the NCT of Delhi.
Shri Rajesh Kumar, GM and SLBC Convenor, Delhi, shared his perspectives on the implementation of the Annual Credit Plan through a bottom-up approach for the year 2025–26. He highlighted the challenges in achieving realistic ACP targets and discussed the way forward. He encouraged DDMs to adopt collaborative and innovative approaches to accurately reflect district-level realities in assessing the credit potential.
Shri Nabin Kumar Roy, speaking on behalf of NABARD, said the deployment of DDM (R)s across all districts is aimed at strengthening the analytical rigour of PLPs and improving their linkage with the State ACP. He acknowledged the support of RBI in this endeavour and reaffirmed NABARD's commitment to sustainable and inclusive development of the State as a top priority.
Shir Kamlesh Kumar, ADM North East Delhi, stressed the importance of timely and regular review meetings to strengthen district-level credit planning, calling for proactive and continuous engagement of all stakeholders beyond formal meetings. Highlighting North-East Delhi as a district with significant untapped development potential, he underscored the need to focus on awareness generation, financial inclusion, and livelihood creation to translate credit availability into tangible outcomes. He further emphasised that credit targets must be set in a realistic manner, aligned with district-specific conditions, and assured full support of the district administration in both the planning and execution of development initiatives.
Interactive sessions during the workshop brought out field-level constraints affecting credit flow, including data gaps and coordination issues. Participants stressed the need for stronger engagement with the State Government and line departments to ensure that PLPs function as actionable credit roadmaps rather than aspirational documents. During the interactive sessions, Lead Development Managers, Lead Development Officers, and DDMs shared their field-level insights and experiences. They also articulated expectations from the State Government and other stakeholders to make PLP a comprehensive and realistic potential document, enabling equitable and inclusive credit development across Delhi.
