Jaipur, 19 November. Under the initiative of Chief Minister Shri Bhajan Lal Sharma, the Medical & Health Department is working with strong commitment to improve healthcare quality and ensure better services for the public. Strict action is also being taken in cases of negligence or non-compliance. In line with this, to ensure high-quality medicines under the Chief Minister Free Medicine Scheme, the Rajasthan Medical Services Corporation (RMSC) has debarred 7 firms and 40 products this year alone for failing to meet quality standards — the biggest action since the corporation was established.
Health & Medical Minister Shri Gajendra Singh Khimsar said that along with the smooth functioning of the free medicine scheme, ensuring high-quality medicines for citizens remains a top priority. Following a policy of zero tolerance towards substandard medicines, the department has taken stringent action against companies whose products failed quality checks. As a result, 7 firms and 40 products have been debarred this year — an action of unprecedented scale since the formation of RMSC.
Only 26 Firms Debarred Between 2011–2024
Principal Secretary Smt. Gayatri Rathore informed that from 2011–12 to 2024–25, only 26 companies had been blacklisted. However, in FY 2025–26 alone, 7 pharmaceutical companies have been debarred for supplying substandard medicines or failing to supply approved stock. Additionally, 40 products have been banned — the highest in any financial year. Penalties have also been imposed on six companies.
A Foolproof Drug Testing System
RMSC Managing Director Mr. Pukhraj Sen explained that the corporation has established a foolproof testing system to ensure that no substandard medicine reaches patients. All medicines procured from suppliers are quarantined at district drug warehouses, and each batch is tested at RMSC-authorised laboratories. Only after a batch passes quality testing is it released to hospitals through the e-Aushadhi software. Any batch found substandard is immediately rejected.
The Procedure for Debarment
If a drug sample fails quality tests, it is re-tested at the State Drug Testing Laboratory. The Drug Controller is also notified, who independently collects samples for verification. Apart from RMSC testing, drug control officers across districts also draw random samples.
If the government laboratory confirms a drug as substandard, the matter is placed before the Disciplinary Committee. The firm is issued a notice and given a chance for a hearing. Based on the findings and violation of tender conditions, the committee decides on debarment or penalties for a specified period.
